Preventing crime with data - Building a data platform for the police

Jonas Henriksen lived in fear. For several years, the truck driver was subjected to violence, threats, and systematic harassment. Time and again, he asked the police for help. In total, he filed 14 reports. Still, nothing happened. In 2023, Jonas was found dead, shot in his car. How could it go this far? And where were the police when he needed them the most? One of the reasons this was not followed up was something as basic as IT systems that did not communicate well enough with each other. We are now building a data platform to address this—and dozens of similar cases. We connect data from multiple systems into a single distributed, flexible, and scalable platform, where data can be analyzed across sources for intelligence, optimization, and to develop a more data-driven and digitally advanced police force. Along the way, we have encountered many challenges. This is an honest presentation about what it’s like to build a data platform in a large organization. You will hear about both technical and organizational challenges, how we are working to solve them, and the potential of a data platform to transform policing in Norway.

Peter is a skilled developer and technical leader with experience from multiple public and private organizations, such as Equinor, Miljødirektoratet and more. He currently works as a tech lead in the norwegan police, where he is building a new data platform. He loves speaking at IT-conferences, as well as climbing and skiing in the mountains.
